Emergency Management:
Why Are We Surprised?
FEMA’s future seems uncertain, and honestly, why is anyone surprised? For years, it’s been sidelined under enforcement divisions and political agendas, despite its critical mission. Here’s the real question: why isn’t Emergency Management a cabinet-level focus?
Too many people expect FEMA to save the day but don’t realize emergency management starts and ends locally. My mentors always emphasized that local programs should be robust enough to handle disasters to the best of their ability. State and federal agencies exist to support—not replace—local efforts when capacity is exceeded.
Yet, over the past 15 years, we’ve drifted from that model. Local programs are eliminated, underfunded or reduced to box-checking. Politicians assume, “If something happens, FEMA will handle it.” Some states don’t even maintain disaster contingency funds anymore. This mindset shifts accountability away from where it belongs: local and state levels.
Emergency Management is an insurance policy for all the “bad things” that will happen. When funding is cut, focus is lost, and political distractions take priority, we see catastrophic failures in preparedness and response.
It’s time for FEMA and state programs to regain focus, proper funding, and recognition. This means professionalizing the discipline, prioritizing recovery and mitigation, and holding all levels of government accountable.
After 20 years of serving as an Emergency Management professional, I wonder why in 2025, so many still don’t understand what Emergency Management does—or how vital it is.
We must stand tall, advocate for change, and build programs that are ready to meet today’s challenges.
Emergency Management isn’t about handouts or easy buttons. It’s about preparedness, resilience, and leadership. Let’s refocus on the mission.
